HISTORY OF COPARS AND COCESS
In the early 1960s, the Air Force established Contractor-Operated Parts Stores (COPARS). Seeing the cost-savings and convenience that the COPARS created, the Air Force decided to develop Contractor-Operated Civil Engineering Supply Stores (COCESS) in the early 1970s.
Around forty-five Air Force bases currently use COCESS to supply parts and maintenance items for their civil engineering groups. The new COCESS purchasing concept succeeded by becoming more responsive and less costly than the Air Force's traditional base supply systems. Similar Contractor-Operated Storefronts were adopted by the Army and the Navy to service their base locations.
Base Storefronts operated by government contractors continue to provide a way for warfighters and civil engineers to access commonly needed items for maintenance, repair, and operations activities. The stores allow cost savings for the military by putting the burden of maintaining a supply chain, inventory, and knowledgeable customer service professionals on the contractor.
COCESS are requirement-type supply contracts awarded by individual bases. They usually are one year long with four one-year options. Contractors have the exclusive right to establish a base store in a warehouse space provided by the military installation.
The supply store is stocked with items (inventory) frequently bought by the Civil Engineering group to fill requests. Most of the items sold in this type of contract are pre-priced (firm-fixed-price, FFP) items with pricing agreed upon by the terms of the contract. Non-priced items (NPI), which are not pre-priced, may also be sold based on customer requests.
NOBLE MISSION SUPPORT
Today Noble offers mission support services to build out, stock, and maintain storefronts at United States Air Force, Army, and Navy bases in CONUS and OCONUS locations.
Noble's GSA 4PL Stores provide parts at the store locations and through our customized, integrated e-commerce systems.
PBA - Pine Bluff Army Depot supplies the military worldwide with DECON kits and "Smoke" products -- smoke grenades, smoke pots, smoke flares, etc. Noble supports customers by providing parts for making the smoke products and supplies and equipment for the upkeep of the installation.
RRAD - Red River Army Depot repairs a wide range of vehicles - Humvees, track vehicles, tanks (like M1 Abrams, M109 Paladin, M60 MLRS, Strykers, and Bradleys). Noble provides products for vehicle maintenance and other items needed by customers.
Our DLA Stores work under NE and SE DLA contracts to deliver HazMat materials for warfighter vehicles (track and wheeled).
LEAD (DLA NE) & ANAD (DLA SE) - Letterkenny and Anniston Army Depots support the refurbishment of Tactical Vehicles. Noble provides paints, lubricants, solvents, and other HazMat material needed to accomplish their mission.
NAVFAC 3PL locations support base infrastructure for the Navy.
Noble's three store locations at Great Lakes Naval Station support the general maintenance of HVAC, electrical, plumbing, building materials, and hardware for the Navy's training command.
Our COCESS Operations
Noble Stores support a wide variety of products for Base maintenance at Cannon AFB, Minot AFB, Ellsworth AFB, Joint Base Charleston, and Eglin AFB. Products include airfield lighting and fixtures, fire suppression systems, chemicals foams, street signs, lighting, and anything from chillers to nuts and bolts. Self Help items are available on the shelf for minor repairs as simple as light bulbs, electrical plates, filters, and paint supplies for touch-ups. All COCESS locations support the Self Help and Loaner Tool programs.
- Beale, Cannon, Minot, and Ellsworth operate within the government system EESOH-MIS (Enterprise Environmental Safety and Occupational Health - Management Information System) to control the distribution and government-required labeling of HazMat materials for the Air Force.
- Joint Base Charleston Storefronts include one store on the Air Force side and one on the Navy side; both operated under an AFB contract.
- Kadena Air Base Storefronts are known as Okinawa/ Eagle Hardware Stores, with five store locations (Kadena, Kinser, Chibana, Courtney, and Foster). These locations provide supply chain services for a government-owned, vendor-managed inventory.
Chibana Appliance Warehouse
Under a Blanket Purchase Agreement, Noble purchases appliance repair parts to support the Government Housing Division. These are products such as washers, dryers, stoves, refrigerators, and dishwashers used by the Air Force active duty military and Air Force DoD civilians at Kadena Air Base in Japan.
OCONUS NAVFAC Operations in Hawaii and Guam
Joint Base Pearl Harbor/ Hickam - Our Hawaii Storefront's uniqueness is that it is a NAVFAC contract operated under our GSA 51V contract rules in 2 locations. Noble Hawaii houses over 8,000 different in-stock items (SKUs). Our Flagship Store supports NAVFAC along with, once a year, the largest international maritime exercise RIMPAC. This exercise involves around 26 nations, 47 surface ships, five submarines, more than 200 aircraft, and 25,000 personnel.
Andersen AFB - Noble's Guam Storefront's uniqueness is that the contract is held under Joint Region Marianas, which is a Navy-controlled joint base. Navy systems operate within the store, but the Air Force operates the contract.
USAF Italy Mission Support Operations
Noble maintains the indoor firing Range at Aviano AFB (cleanup of brass, replacement of ballistic plates, and lighting) and the service contract for cleaning services within a DLA warehouse. We also conduct COVID-19 facility cleaning at Aviano Air Base, observing military and host nation requirements.
