SEWP VI is one of the most anticipated government-wide acquisition contracts (GWACs). As a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle, it has a $60 billion ceiling for federal IT and cybersecurity needs. The 10-year ordering window for SEWP VI begins on November 1, 2026, and runs through October 31, 2036. Federal agencies can begin placing task orders and Blanket Purchase Agreements (BPAs) on November 1, 2026.

The Ordering Process for Agencies
Federal agencies use a streamlined, structured three-step order process managed through the NASA SEWP Program Management Office (PMO).
1. Agencies Use the SEWP Online RFI/RFQ Tool
The buying agency uses the official SEWP Online RFI/RFQ Tool. This web-based platform automatically targets contract holders within specialized small or large business groups based on the agency's parameters. After evaluating the bids, the Contracting Officer (CO) determines the "Best Value" option and builds a formal federal Delivery Order (DO). This order lists the SEWP Contract Number, line items, a valid contractor quote, and the total dollar amount.
2. Order Submission & Validation
Instead of sending the purchase order directly to the vendor, the Contracting Officer (CO) routes the completed package to the NASA SEWP PMO, where the PMO reviews the order for contract compliance, verifies pricing, and confirms the line items.
Once validated, typically in less than one business day, the PMO attaches a unique SEWP Tracking Number (STN) and routes the order to the contractor. The PMO also tracks the 0.34% SEWP surcharge, which is included in the vendor's quoted price.
3. Order Fulfillment & Invoicing
The prime contractor (such as NOBLE) receives the authorized STN packet from NASA. Work, shipping, or software distribution begins after this PMO delivery. The vendor delivers the requested ITC/AV hardware or service and invoices the ordering agency directly.
BPAs Streamline Repeat Purchasing Under SEWP VI
The introduction of Blanket Purchase Agreements (BPAs) changes the process of recurring ordering. Historically, federal agencies had to use GSA Schedules or conduct separate, repetitive mini competitions for every delivery order on SEWP. With BPAs integrated into the platform, agencies can establish structured, long-term charge accounts directly with selected vendors. This simplifies repeat purchasing for agencies.
Previously, agencies had to solicit bids from multiple contract holders for each repeat purchase. With BPAs, a single upfront competition establishes an agreement, allowing agencies to place follow-on orders with selected vendors without additional competition.
Agencies can create standardized, agency-specific catalogs of hardware and software configurations, and because compliance and cybersecurity terms are negotiated up front at the BPA level, follow-on orders are processed more quickly.
Authorized agency staff can also use a streamlined e-commerce portal to execute micro-purchases directly under the BPA. Additionally, a headquarters division can establish an agency-wide BPA, allowing regional offices or sub-agencies to buy from the same pre-negotiated IT portfolio.
