Leila Tyulebayeva serves as Executive Vice President of NOBLE International, where she oversees international sales and operations across the company’s EMEA, INDOPACOM, and Foreign Military Sales (FMS) business units. With more than 14 years of experience in government contracting and global logistics, including over 12 years with NOBLE, Leila has played a key role in expanding the company’s international footprint across Europe, the Middle East, Africa, and the Indo-Pacific region. She has supported a wide range of DLA programs and helped build NOBLE’s international teams, operational capabilities, and regional infrastructure, including the company’s primary regional headquarters in Kaiserslautern, Germany, and Okinawa, Japan.
Under Leila’s leadership, the NOBLE International team delivers solutions and subject matter expertise where customers need it, when they need it. The team supports a broad range of products, services, and contract vehicles to provide complete mission-focused solutions - from routine supply requirements to complex capabilities involving innovative technologies, additive manufacturing, unmanned solutions, and other cutting-edge products within the wide NOBLE portfolio. Leila and her team have extensive experience supporting military exercises, operations, and humanitarian response efforts in demanding environments worldwide. She is recognized for her expertise in international supply chains, operational strategy, and delivering solutions in complex environments through strong partnerships, innovation, and customer-focused execution.
Leila studied at the Kazakh University of International Relations and World Languages and Keimyung University. She speaks English and Russian and continues to improve her proficiency in Korean.
