Rick leads a team that supports the Maintenance, Repair, and Operations (MRO) requirements of DoD and DHS customers, offering speed to acquisition for PEO Programs and subunits specializing in Depot and Intermediate level maintenance missions.

Rick Barone is the Vice President of MRO at NOBLE. NOBLE’s MRO solutions include commercial-off-the-shelf, turnkey-ready products from a supply chain of over 15,000 vendors. Rick and his team provide procurement assistance for machinery and consumables needed at installations, training centers, complexes, maintenance centers, arsenals, depots, and shipyards through NOBLE's government contract vehicles, with oversight by government contracting officers. Rick is a subject matter expert in numerous procurement vehicles, including DLA Tailored Logistics Support Programs, GSA MAS Contracts, BPA (Bulk Purchasing Agreements), BOA (Basic Ordering Agreements), and IDIQ (Indefinite Delivery, Indefinite Quantity) contracts.

Before working with NOBLE, Rick served in the active-duty Coast Guard in both operational and leadership roles. During Rick's 22-year military career, his various roles included heavy weather boat operator, tactical boat operator, boarding officer, officer of the deck, operations officer, weapons officer, survival systems officer, and Officer in Charge. Rick's service in the Coast Guard was instrumental in his development of a comprehensive understanding of procurement processes, policies, standards, and challenges from both end-user and command-level perspectives.

Since retiring from the Coast Guard, Rick continues to support federal and military operational professionals. He has served as a Project Management Professional, executing task orders on contracts for the Coast Guard Research and Development Center, Headquarters Office of Counterterrorism, and Maritime Law Enforcement Academy. Additionally, he continues to provide face-to-face support to various installations of the Army, Air Force, Coast Guard, Navy, and other federal agencies.

Rick holds a Bachelor of Science in Business Management and a Master of Science in Homeland Security/Quality Systems Management. He is also a certified Project Management Professional.
