The NOBLE IQ™ training team recently completed a four-part training program in Santo Domingo, Dominican Republic, focused on high‑hazard operations. NOBLE IQ conducted the training at the DNCD's request. The United States Government provided the training sponsorship. The training program focused on strengthening the capabilities of DNCD agents to dismantle clandestine laboratories that manufacture synthetic drugs such as fentanyl.
THE MISSION OF THE DNCD
The Directorate for National Drug Control (DNCD) is an independent law enforcement agency in the Dominican Republic that operates under the direct jurisdiction of the Presidency of the Republic. It serves as the nation's primary authority for narcotics enforcement and intelligence. The DNCD's primary mission is to prevent and suppress the production, trafficking, distribution, and illicit consumption of drugs and controlled substances throughout the national territory.
The DNCD provides
- Intelligence & Interdiction: It coordinates the national anti-drug intelligence system, collecting and analyzing data to dismantle drug trafficking organizations.
- Asset Seizure: The agency is responsible for seizing and holding goods and assets derived from illicit drug activities.
- International Cooperation: It acts as the primary point of contact for international counter-drug efforts, working closely with INTERPOL and the U.S. Drug Enforcement Administration (DEA).

NOBLE IQ DELIVERED A SPECIALIZED TRAINING PROGRAM FOR DNCD AGENTS.
NOBLE IQ provided advanced technical instruction within a specialized curriculum for the DNCD’s newly formed "Elite Group." The NOBLE Training team’s assistance was critical in transitioning Dominican agents from traditional narcotics interdiction to the highly dangerous task of dismantling synthetic drug labs.
NOBLE IQ worked side-by-side with Dominican partners to deliver the multi-phased program. It included training on several aspects of operations within high-risk clandestine environments, including:
- Basic Operator Course (BOC): A rigorous, high-intensity program designed to bridge the gap between traditional narcotics enforcement and advanced technical response.
- Site Safety: A specialized training module designed to provide personnel with the critical technical skills required to manage and secure the perimeter of a hazardous environment, such as a clandestine synthetic drug lab. While the Basic Operator Course focuses on the "entry" and "interdiction," the Site Safety Course focuses on the logistical and safety infrastructure that keeps the entire operation from becoming a mass-casualty event.
- Level A Operations: An advanced and physically demanding tier of technical training. It focuses on operating in IDLH (Immediately Dangerous to Life or Health) environments where a single equipment failure or procedural error could be fatal. It includes advanced protective posture techniques, high-hazard tactical maneuvering, offensive clandestine lab tactics, and physical and psychological conditioning.
- Live Fire Tactical Entry: The "capstone" of the tactical operations phase. It integrates high-risk law enforcement tactics with the technical requirements of hazardous material environments. This course ensures that agents don't just know the science; they can also secure the perimeter and neutralize human threats before the "clean" work begins.
Throughout the training program, NOBLE IQ’s objective remained constant: to build risk‑based tactics that keep operators effective, protected, and ready for the mission. NOBLE IQ provided essential support for the DNCD and its allies in the fight against drug trafficking as they move forward in creating a pioneering unit in the region.
At the conclusion of the series, Tom Noble, CEO of NOBLE, traveled to the Dominican Republic to accept recognition from the United States Ambassador and DNCD leadership. This proud moment reflects the shared effort and excellence of the NOBLE team and underscores the importance of this work for countering international illicit drug operations.

Risks Posed by Clandestine Labs
Clandestine laboratories pose severe risks ranging from immediate physical danger for first responders to long-term environmental and financial damage.
Immediate Health & Safety Risks
Clandestine labs are high-threat environments due to the concentration of pure substances and precursors, as well as the unstable nature of the manufacturing process.
- Acute Overdose or Exposure via Inhalation: The greatest risk to personnel is the accidental inhalation of airborne powder or aerosolized particles, which can rapidly lead to respiratory depression, arrest, or death.
- Mucous Membrane Exposure: Fentanyl is easily absorbed through mucous membranes (eyes, nose, mouth).
- Explosions and Fires: Labs often use volatile precursors and solvents that are flammable or explosive when handled improperly in poorly ventilated spaces.
- Booby Traps: Some of these rural locations operators may set explosive or toxic traps (such as tripwires and items laced with deadly chemicals) to protect the site from law enforcement or intruders.
Environmental Contamination
The production of synthetic drugs generates massive amounts of hazardous waste.

Advanced Detection Training
- Detection Technology Certification: Noble IQ certified officers in advanced detection technologies, including the Thermo Fisher Scientific TruNarc® Analyzer, which uses laser-based spectroscopy to identify unknown powders even when they are sealed in plastic or glass containers.
- Trace Detection Training: This Training used fentanyl trace detection strips and High-Pressure Mass Spectrometry (HPMS) systems to locate microscopic drug residues that traditional methods often miss.
